CTP is supporting the Commission for the Blind’s call for a hearing on the new Order of Selection policy at the California Department of Rehabilitation (DOR).

The policy changes being proposed have significant implications for people with disabilities seeking employment services, as well as for the network of providers working to support them.

The hearing must address three critical areas:

1. Harmful Policy Changes: The automatic waitlisting of all new applicants under the Order of Selection policy will cause indefinite delays for new applicants, pushing individuals onto public assistance and increasing state costs.
2. Operational Dysfunction: DOR faces chronic inefficiencies. Clients endure long waits, poor communication, and uncoordinated services. Even clients with active service plans experience delays and wasted funds due to poor coordination.
3. Vendor Collapse and Payment Violations: Vendors face chronic payment delays, violating the California Prompt Payment Act. Combined with the freeze on new referrals, this threatens the permanent collapse of DOR’s specialized service infrastructure and the loss of decades of institutional knowledge.

Please urge committee leadership to schedule this hearing before irreversible harm occurs. 

People with disabilities deserve timely access to the services and employment supports they need, and the providers delivering those services need a sustainable system to continue doing this work.
